I can print and use save as pdf option and 'save as pdf' from save as menu on my MacBook Air 2013 (running latest Mojave) and MacBook (running High Sierra). Please note I have 3 computers. The Safe Boot option solved the problem on MacBook Air 2013 (running latest Mojave) and MacBook (running High Sierra). It is not Mojave only issue.
